The order of operations
Pass the driver theory test first — book at theorytest.ie, study the official question bank, and bring the pass paper’s validity window with you mentally: it counts. Then apply to the NDLS for the learner permit for category B (car). With permit in hand you can start Essential Driver Training and insured practice.
The rules that actually apply to you
A learner must be accompanied at all times by a qualified driver who has held a full licence for at least two years. Motorways are off-limits on a permit, L plates must show front and rear, and the accompanying-driver rule is enforced — driving alone on a permit risks penalty points, the vehicle being seized, and your insurance.
Costs to plan for
Theory test fee, permit fee, 12 mandatory EDT lessons at instructor rates, insurance as a named or main driver, and eventually the driving test fee. Prices change — check theorytest.ie, ndls.ie and rsa.ie for current figures rather than trusting any page’s stale numbers, including this one.

Can I drive on a motorway with L plates?
No — learner permit holders cannot use motorways. Plan practice routes on national and regional roads; motorway driving arrives after the full licence, ideally with a lesson.
Who can accompany a learner?
A driver holding a full licence in that category for at least two continuous years. "Fully licensed" is not enough — the two years matter.
